License requirements: You need a Agricultural Seed Dealer Registration.
Your supplier needs a Permit to Label Agricultural Seed

Label requirements: All the seed you distribute into Kentucky should carry labels with your supplier's name.

Tonnage reporting requirements: You should report all the seed you distribute into Kentucky back to your supplier so they can include your sales in their tonnage report.

Responsibilities: As an Agricultural Dealer you are responsible for ensuring seed offered for sale is in compliance with the Kentucky Seed Law. Basically, this means ensuring all seed offered for sale is properly labeled, and the seed test date is current. You are also responsible for ensuring that any stop sale order issued on a seed lot is properly resolved.
As an Agricultural Labeler your supplier is responsible for ensuring all seed distributed in Kentucky is properly labeled, meets the requirement of the Kentucky Seed Law and that Seed Semiannual Tonnage Reports are submitted, even if no seed was sold.
